Is there a way to practice the dutch defense here?

I ask this question because most players as white will play e4 instead of d4. How do you practice a new opening or is chess,com a bad place  to practice?

Not sure if this works for standard members, but if I wanted to practice the Dutch I could go Learn>Openings>Dutch.  Then I'd look for the little symbol of an open laptop and click on that and I'd have a game against the level 25 computer.  Lately they added the bots to your choices so I could choose one of them instead.  Of course before doing all of that I'd want to spend some time exploring lines at Learn>Explorer.

You might have to set it up using custom game.  Not sure how much of the "good stuff" standard members are getting these days.  Hope that helps at least a little...

Another way to do it is to go to Learn>Analysis, key in the first few moves and then again look for the little laptop symbol (finish vs. computer) and click it.

This is best if you don't mind games with a computer, but personally I like playing with people. I'd recommend finding a chess.com friend who will agree to test the opening with you. I've done this several times with various openings/lines. We both agree to play x and then continue the game from there; usually we play several games of blitz and analyze them later, but you could use whatever time control I guess. 

I wouldn't mind practicing both sides of the Dutch Defense if you want someone instead of the computer (which is fine too I suppose, but computers don't make the same kinds of moves as human players).

You can use daily games. Create a challenge, set the starting position of the game to the starting position of the Dutch and choose to play as black.
