Your fide card ratings doesn't mean much, it might be outdated.
Look at Praggnanandhaa rapid rating 17 hundred something, is he a 17 hundred player? No he's a GM
Uh, see where I said that titles are awarded based on standard time controls. Praggnanandhaa is it seeems an IM, unless a congress just sat and he has his norms. ANyway, he has rapid results in one or less months in any given year, and has standard results in nearly every month for the last eight years. It is not too surprising that there is a difference in ratings.
The two in the video are obviously playing in a blitz tournament and are obviously close in blitz skill. Their FIDE ratings reflect that. Spichkin is 41 and has records going back 17 years. If he were ever going to get a title besides IA, he would have probably already done so.
