K-factor question

Can someone explain to me why some people's k-factors are still 40 even though they are 18 or over? My rating is still provisional since I've only played 16 FIDE games, so my k-factor is 40 even though I'm 18. I've read the rules for when k-factors change, but I see profiles sometimes where these people are over 18 (or 18) and they've played more than 30 games, so why is their k-factor still 40?

I think it changes when u hit age 19 Idk if this is 100% true but im guessing thats why

I guess so, but that doesn't' explain "until* 18th birthday" thing. Like if I had 30 games right now, would my k-factor be 20 or 40?

Official FIDE rules are "until the end of the year of their 18th birthday" or until having played 30 games

I they're 19 or older with more than 30 idk, as for the later question if your birthday is Jan. Feb. or March, your K would be 40, if it was April-Dec of last year then it would be 20

(Edit: the language FIDE uses is super unclear, so it seems that it's either until the end of the calendar year of the birthday or it could be before their 19th; FIDE never clarifies this)

Because why would FIDE do anything that makes sense

(19 isn't even the age of majority, nor ever was, in France, it's 18 for all EU countries)

To 20, and only while under 2400, 2400+ it's 10
