That's just how Chess.com works. If you are not winning consistently you will not go up.
Low Elo rating

++ Because you do not improve and blunder too much. Rating reflects ability.
"only gain 7-8 Elo points per game" ++ You gain more when you defeat stronger players.
"I don't understand why winning by cm gives me the same elo points as how many I get from time wins or resignation wins." ++ A win is a win, a loss is a loss, a draw is a draw.

++ You blunder too much. Blunder check before you move.
"I have friends who are ranked much higher" ++ They have imporoved, blunder less.
"ive beat them in the past" ++ So they now got better than they were in the past.

++ If everybody sets -25 to +infinity, then everybody gets -25 to +25.

The frustration is only going to continue to grow as long as you continue to hang your pieces and randomly move your pieces all over the board without any logic
