Pawn rule please answer

if my pawn has never moved and is attacked by a enemy pawn  can i move past him ignoring the attack  also can i move one  or two squares at my discretion.  My friend says i can't move past him. I am aware of en passant rule  but don't think that has anything to do with my question. Thank you

You can move passed the pawn.

You may only move 2 squares on the pawn's first move. However, your pawn can be captured if the enemy pawn is threatening the square that is jumped over.

That sounds like "You can't move one square on the Pawn's first move".

A better way of phrasing it would be "The option of moving one or two squares only applies to Pawns that have never moved".

You can move 2 squares on your first move right past him, but then it gives him the option to En passant you by putting his piece on the square behind the pawn you just moved as if it was only moved one square, but only on his next move.

Yeah, sounds like your friend is a little confused over the en passant rule. If he's already attacking your pawn, you can just move past it. If you had a pawn on a2 and he has a pawn on b4 and you moved your pawn 2 squares forward, then he could capture it "in passing."
