How is it possible that I win/draw roughly 60% of my games but have 86.6 percentile? Are these metrics not correlated?

I guess if everyone played everyone there may be some sort of correlation along the lines that you suggest. However, the correlation is a bit more complex because everyone does not play everyone. Most people tend to play more people that are within 200 rating points that are within, say, 1000 rating points. So there is a bias. Someone who is rated about 1000 and is winning or drawing 60% of the games they play (but mainly against opposition who are rated about 800) is not the same percentile as someone who is rated about 2500 and is winning or drawing 60% of the games they play (but mainly against opposition who are rated 2000-2600).
In other words stronger players tend to play stronger opponents than weaker players play.
