"claim victory" is a good idea - if opponnent doesnt respond in a time span, victory.
Players timing-out instead of resigning

I'm opposed to this idea of claiming a win on time and getting more points. What if your opponent legitimately loses on time? Does that mean they should lose more points? Hardly. In the end, there will always be sore losers, and you just need to cope with them.

You like to claim there is no rule that requires someone to resign, fine, there is also no rule that disallows the loser from just allowing his time to run out either, whether he disconnects or not.

I am talking about middle game scenarios where one player loses a major piece like queen or rook and then goes for time-out instead of playing, with still enough time left on board in standard games (15+ mins). The question is about did the player was disconnected legitimately, or not. If not then he should be penalised with negative points, depending on the statistical number of times he had illegitimately disconnected.

Yeah there are no such rules, fine, atleast such features can be added on experimental (beta) basis and seek public response. Instead of just waiting for the loser to time-out, when you know you have a forced mate in next move, why not enable this option.

having this type of penalty is good, but for some people, they will think for a long time when they are losing. you cannot measure this, but you probably can figure out whether the playing screen is active or not.
i agree that timing-out is unsportsmanlike, but in Over-the-board games, its easier to spot. with the internet and possibly thousands of miles between players, its much more difficult to spot

I just played this fellow on ICC who knew the position was dead drawn because of opposite colored bishops and continued on for twenty or more moves back and forth. Obviously he considers time a worthless commodity. I don't.
BTW
When I try to use spell checker all the words black out.
I agree there should be a much larger ratings penalty for the jokers who starts a game, go down a piece early and then just dissapears. He is hoping the winning player will just get fed up and abandon the game and the loss wont count.
Maybe there should be a way for chess.com players to flag other players who keep using this tactic, so one can refuse to play them if they have collected more than 5 such infringements (which would mean they are making a habit out of it)?

A proposals that is based on the ability to read the mind of a person far away thru the internet is ludicrous and ridiculous.
Does anybody here have the ability to read the mind of the opponent hundreds or thousands of miles away who times out? How can one know what was in the mind of an opponent?
There are many legitimate or valid reasons why an opponent has to step away from a game and fail to come back in time.
Because there are a million possible reasons, does not in any way diminish the probability of the most obvious reason.
5 minutes ago I had a cup of coffee, now it's empty.
I could have knocked it over, I could have poured it out on the potted palm, I could have been robbed by a caffeine junkie, it could have been hijacked by aliens, etc etc but there still remains a 99.99% probability that I drank it.
i can understand your frustration with players that just let their time run out, not very honorable but not all players lose on time for this reason. I myself have about 15 games lost on time in turn based games which looks bad, but every single one of these games was lost because i have dial -up internet service ( i know i should step into the modern age) Lightning struck at my house and i was without phone serice for about 2 weeks which also means no internet so although it looks like i could be someone that just quits that is not the case so it is not always poor sportsmanship when someone times out.
Some players leave their game to time-out instead of resigning in the middle game usually when they have lost a piece. A new feature can be implemented by Chess.com to give the opponent an option like "Claim forced Win" by which the player who has timed-out will lose more points than what he would have lost if resigned. With recent advances in networking technology, Chess.com can easily find whether the player has actually lost connectivity or not. The most common thing which such players do is to close the browser window, there must be some workaround solution for this?
