The opening played was not something stockfish would ever recommend, but it did look like his game was a bit too perfect. When you look at the time intervals taken to complete a move, his time interval is around 5 seconds for most of the moves, except for a few moves in which he took 10-15 seconds and the most he has taken is 30 seconds. He may be using stockfish, the only real way to know is check his game history. If he has a long or an accurate streak, he is a cheater and can easily be caught, but if he does it irregularly, look at the games where you think he didn't cheat and if there's a staggering accuracy difference, there's proof that he was cheating.

I've checked his games and his accuracy from the past 5 games is 90+ and there's a staggering increase in rating, one game that he had played before has 60 accuracy. On these grounds you can report him, and to get strong grounds against him (or to completely prove if he is cheating or not) ask someone you know to play against him and check their games

The core problem is that this player has played 2 games in 2016 and they've been really poor.

Now 8 years later he returned, has played 5 games total, and suddenly he's really strong.

So its definitely possible this player is simply very underrated and is actually playing on master level now.

I dunno resigning in less than 10 moves makes it pretty hard to tell if he was cheating or not he opening looked pretty natural to me

I played three games with him. In all those three games he played with 98% accuracy and his moves were very suspicious. Then I challenged him to play in bullet format so that there is lesser chances of using engine to place my moves, but he refuses to play the bullet format.

There is no point in reporting the same user multiple times. Even less so since I havent personally played against him.

Accusing someone (who is not banned yet) in public is prohibited on ches.com. Or providing information from which the accused person can easily be detected is also prohibited.
