point rating- question

I was playing a correspondance game  and we both made one  move, and then she stopped playing and I was given credit for a win based on time. I did not however, get the 5 point raise to my rating score? Why?

Because games have to reach 3 moves before they are rated. It cuts down on fraud.

why  does the person wasting time after one move not lose points?  They should be punished-if they do not hit abort  they should lose points.

They do get it marked as a timeout game and are unable to enter tournaments if their timeouts reach 10% of their games.

Thanks for answering my question but that does not sound like much of a deterent.  I don't think this person plays in tournaments, I think it would be more fair if they lost rating points.
