Circa cinq million du total de sept million ici parlent Anglais, et la reste peut comprendre l'Anglais, donc c'est mieux d'ecrir en Anglais !

I was confused by your using twice the word "échanger", which means "exchange for", in your first line with apparently two different subjects in one sentence.
Moreover your question is : qui veut... Who wants to have a forum in French ! That's my answer: better to keep everything in English !
Now you ask for subtitles in French or Spanish in Video's, that's quite another subject, unknown to me. Wish you success !
