The longer the timer, the better for learning. Chess is a thinking game, and you should (ideally) be thinking as much as you can, on each move.

When I was a beginner, my time format of choice was 15+15 (15 minutes, plus 15 seconds per move) or 25+25 (25 minutes, plus 25 seconds per move). And even at those timers, I often found myself running low on time.

You'll get better at playing faster later on, when you have accumulated more experience. But in the beginning, the slower timers should be preferred.
