You gave away your time when you agreed to the time limit of the game, as did your opponate and either can use that time anyway they wish, within the confines of the rules.
Refusing to concede.

Just had an opponent in a one-move checkmate position. He chose to wast time then disconnect rather than concede.
The time he wasted belonged to ME.
Can we not have a one-minute response or lose on any given move?
When demanding to have time given back to you, you need to contact Chronos the god of time. There is a lengthy form to fill out though.

I get this sometimes, and I was like you in my the first experience -- not really knowing what's going on and wasted 2.5mintues.
Now I know better, you should just resign in these situations (it does not happen much, and most players here seem like very nice people). You know you've won the game.

Try to put it into perspective, in the grand scheme of life.
We're talking about 2 minutes!!!!

Maybe he actually got disconnected and didn't choose to disconnect. Unlikely, but possible.
And, "Can we not have a one-minute response or lose on any given move?" No, we can't. That's crazy-talk, man.
Along with what everyone else suggested above, i would add that insulting your slacking opponent via the chat box is always fun and helpful in making the time pass by more entertainingly.

NO...NO...NO...
Its always to annoy you!

How did the time run off your clock while it was his move? If it didn't it was HIS time, not yours.
Without question, he was a jerk. But he didn't break any specific rules and didn't alter the outcome and didn't extend the game past the max. allowed time.
We will come across such people again and again and it's too restrictive to start penalizing people for little things when it could hurt people who legitimately get cut-off, etc. So the best way to deal with it is just accept as part of process just as you have to accept you have to take the time to step around cowpies in a cattle field.

On any given move, no. The reason why people get a certain amount of time to reconnect at all after disconnecting (as opposed to losing automatically) is so that people with genuine connection issues do not keep losing due to factors beyond their control. 1 minute is too short for someone to fix their connection and return to the game.
