Rematch offer?

Is it rude to win and not offer a rematch? And is it more the responsibility of the winner to offer that rematch, than the loser?

I don't ever offer rematches, and rarely ever accept them. Some may see that as rude but I just like playing different people.

If you lost, would you not want a chance to even things out?

I've always thought the responsibility of offering the rematch, at least the first time, falls on the losing player.

Also, winning a close game with White pieces and not accepting a rematch is for weenies.
