Being down two pieces and a soon another pawn without any compenstation against a higher rated player. I would resign too.

I resign to Early often, he is a really good player.
How good is that Early really is ?
In this case, white was not only behind in material, but also in development, with a vulnerable king.
Generally though, in lower-rated games, neither side is making full use of all pieces anyway, so missing a piece or two isn't such a big handicap.
Two big blunders in a row can also hit you right in the self-confidence. That's more likely where the resignation came from.

Unless their king is vulnerable, the standard would have to be incredibly low. Simply trading pieces is an easy win.
Sometimes it is an obvious choice to resign, a forced mate, down to your King vs. A Queen or some other Material. But oftentimes, especially in low rated matches, it is early in the game, and despite being in a losing position, your opponent can make a mistake, giving you back the games.
