Setting Initial Rating

How can a brand new player set their initial rating at 200 or so they don't have to lose their first 25 games before they get to a level with equal players?

Seeing that you're rated 1400, I'll assume this question is destined for somebody else's account.

It can't be done. You'd never receive a matchup. Even if you did it would then be unfair to your opponent if you actually beat them and they lose an unreasonable amount of points because your rating wasn't fairly reflected to begin with.

That's why you have to go through such a trying time... it's so they can determine your true playing strength.

When creating the account, chosing  New to Chess will give an 800 initial rating. The way the rating system works, the player will quickly drop if that isn't even close to their level. It won't take very many games at all.
