Software Help

Hello.  I've been researching this and can't find anything I like in my price range.  Basically I'm looking for a cheaper chessbase program.  I just want something where I can annotate, analyze and store the games I play.  I'd also like to be able to tag games and search by those tags (ex. Veiw every game where I tagged it as a missed tactic). 

It doesn't seem hard to find these programs, except for one more requirement.  I want to be able to do the same things on both my pc and my android tablet, preferably with the same software, just a different version.  Cloud support would be great too.

Anybody know of a program that does this, or at least comes close to doing this?  Any help would be greatly appreciated.  Am I just going about what I'm trying to do wrong?

Oh, and I"m hoping to do all this for under $100 US.  Thanks. ;-)
