Do you think sucking is bad?
sometimes I suck other times am good why is that?

It could be because of many things...
It could be that you focus extra/less in some matches.
or maybe you play solid chess but depend a bit too much on the opponent making a mistake?
or maybe it is just that you play someone better/worse than you half of the time?
(If both play badly the match can still be great though, lol.)
I'm the same. A lot depends on someone's mood, whether they're tired or not, whether they feel motivated or not. My chess really sucks today for example but then I was out last night till 1.30am and was proper hungover earlier on today :-P

I sadly haven't played the drums in over 5 years but i really remember "those" days *shudder*, others did best not to come close or they'd risk to feel the wrath of le drumsticks of doom >.<
Another thing to consider is that players below around 1700 are far better at attacking than defending so your play can look terrible just by playing your normal game if you succumb to a strong attack.

My performance fluctuates wildly. Some days I beat far higher rated players and other times I lose so embarrassingly it is shameful.
All I can put it down to is that sometimes you just aren't in the right frame of mind to win. Taking a break from playing and analysing the games you lost can give you ideas about where you went wrong, although I only really play for fun. I don't want to get into reading books about it or anything. But nobody likes losing all the time, so I just take a break and come back later.

Dude, why are you thinking you should be like a pendulum that swings in only one direction? How tired I am is the biggest difference in my game. Prime example, I was on vacation when I opened this account, lots of free time and no distractions and I played good and got to 1850.... then I went back to work and it turns out after working 12 hrs I don't play so good but online ratings really mean nothing to me so who cares lol.

My ELO swings a lot. In a really bad week I can compulsively play myself down below 1100, and on a really good week I can hit 1300 in 5 minute blitz. The other day I was playing upper 1200's now I'm below 1200's. That's life. Some people may carefully orchestrate their playing and ELO to only play at the top of their game. But then their ELO doesn't really reflect their hour-to-hour day-to-day reality, so their standing and appearance of constistent strength is a bit of an illusion.
Some people are more unflappable. They are more steady and consistent. Doesn't mean they achieve the moments of brilliance someone with magnified viscissitudes experiences periodically either. There are exceptions to every rule, but you might have an unrealistic or uninformed view of what other players have done to achieve and maintain their standing relative to yourself.

When you are in the lower ratings that just seems to be normal, part of getting better is being more consistent.pretty much anyone below 2k I'd think

Sometimes you play well and sometimes you suck. Why is that ?
It's because you don't always play well and you don't always suck.
Consistency is key.

I play half my games half as well as I would like to and half of my opponents half as well as they deserve.

2 possibilities :
1- your play fluctuates
2- you play against different opponents
First reason is clear by itself, your pshychology, energy, concentration, interest is not constant.
Second, playing your a game is harder against better opponents, finding best moves are far easier against worse opponents, its real thing, just play 3-4 bad moves and your 1900 opponent will play like engine, but keep him at equal position like 40 moves he usually starts blundering badly (from my OTB experience). I myself experience it too, if my opponents let me build and easy position sometimes i can play flawless %99 engine aproval and feel like gm, next game pink dreams collapse when my opponent is good at creating difficulties for me :)
