Can you take back a pre-move before it is played. If so how?

On a computer, right clicking will cancel the premove. However, on mobile, I don't know of any way to cancel a premove on mobile, so as long as you are playing a long time control, it is safe to reload the page to cancel the premove.

On mobile you just tap anywhere and it erases the premise

On computer, press the left key. This glitch(?) resets the board to a previous state, so when you get back to the current board state, by pressing the right key or your opponent moving, the game forgets about the premoves and you can relax. On mobile, just tap anywhere.
