It is not true, Smyslov. Offering draws and draws when you have a losing position is against the courtesy in the game, indeed. But here this position is a draw. Black has no hope for a win. He is against he laws of the game if he refuses the draw without any reason.

Ever heard of not being an annoying jacka**? Rules or not, certain things such as drop-kicking your opponent or irritating with constant requests should not be done, rules be damned.
