THE BEST PLAYER NEVER TO BECOME A GRANDMASTER?

A great attacker, wins games against grandmasters, and looks for tactics...
I'd say Emory Tate of America.
The best chess player to date, in the history of the game, who never became and may well never become a Grandmaster, is currently rated at over 3300 Elo. However, due to the current universally-applied biocentric exclusionary rules, this chess player may never achieve their well-deserved Grandmaster title. Perhaps one day, like their namesake, this chess player will escape these contemporary culturally-imposed chains and exist in a truly meritocratose world were the ultimate prestige, the Grandmaster title, is solely conferred due to raw chess talent, regardless of its source...
In your opinion, who might be the best player of all time who never become a grandmaster?
IMHO
Rashid Gibiatovich Nezhmetdinov.
