Yeah, probably 1300, imagine a 100 rated player trying to solve this puzzle

Also if a 100 gets the puzzle correct, doesn the puzzle rating go down?(like not learning mode, the other mode where your rating changes) If a 1300 gets it wrnog, the puzzle rating goes up?

try going to "custom" and put minimium rating 3986 and that's the only puzzle you will get! and if you try to put 3987 or higher, no puzzles will appear!
Not paying for a membership means I cannot go through the website to solve this particular one. On the other hand, it is the type of puzzle a 100 rated player has a decent chance of solving because they aren't bothered by the "phantom" stalemate.

Highest rated is 4000 now. There's a way of listing all the puzzles by rating, by time, by attempts, by pass rate etc. Can't remember how I found that though.
