As punishment for bungling in a winning position, stalemate shall result in a loss to the player GIVING stalemate.
Seriously though, more skill is required to win by checkmate than by checkmate OR stalemate. I see no reason why chess should be modified to require less skillful play by changing stalemate to a win.
