While you may not like it(I don't like it either), but a person can use their clock however they want. My guess is they want to be spiteful since this is the Internet and you can't see your opponent face to face. There is nothing that can be done.
This is frustrating. Chess.com, if you, by any chance happen to know this, plz do something about it

some of my opponent did this to me,after they made a losing blunder they kept me waiting and lost on time,this is not appropriate at all.but unfortunately nothing can be done about this
This happens a lot , and it's why I play 5mins a side. O and I close my messages and comments otherwise your gonna be inundated with sometimes funny comments but mostly incorrectly spelt insults. As Metallica said "sad but true".
Pleasant comments are welcomed. Lets report this issue.
