Time handicap

Hi, im studying at warwick university, and we are playing a friendly match ( roughly 8 players/team) against birmingham university. We want to play quick games ( roughly 15 min a side) followed by blitz. Also though we want all games to be even by means of a time handicap. Does anyone know a way to calculate a percentage time handicap by either FIDE or ECF ratings. Everyone will be rated 60-190 ECF which is a very wide range i know
