In my last game vs Simon-john , a draw was declared after he moved his king back and forth 3 times. I reviewed your rules on the 3 point, and it says the player can ask for aa draw, but don't I have to agree? know I made some blunders , but I could have had checkmate in 2 or 3 moves. Game ended on March 2.

When a threefold repetition occurs, the game does not necessarily need to end immediately. The game only ends in a draw if the player who has the move requests a tie.
So, I don't recall opponent asking for a tie and he had other moves he could have made.

Triple repetition of position is a claimed draw in OTB chess and Daily. It's not something you can disagree with; it other happened or it didn't.
For OTB, your opponent can claim the draw and if the opponent doesn't agree it is one, the arbiter verifies it and if the repetition did happen, the game ends as drawn. Here, the server is the arbiter, so as soon as a player claims the draw, the game ends.
To add to that, here in Live, the draw is automatic when it happens, no claims are made.
