why is it chess.com dont kick people off the site who blatantly use computers?

They do.

You can report abuse here:

https://support.chess.com/customer/portal/emails/new

Obviously this won't happen over night, but they'll keep an eye and when enough data is collected close the account.

I've only encountered it twice that I know of. Only because of them finding and playing the best move forty moves in a row.
