What does TPR(Tournament Performance Ratings) exactly means?

For those who don't want to click on the link, your performance rating for one game
= opponent's rating if you draw
= opponent's rating + 400 if you win
= opponent's rating - 400 if you lose
Your performance rating for a tournament is the average of your performance ratings for all of your games in the tournament.
So you mean TPR can be = to players strength in general right?
