The average rating here is 600 if I'm not wrong, so if your rating above that you can be considered have an above average rating, but for myself, rating that i am considered a good rating is at least 2000 upward.
To actually start liking the chess that a player is playing he should be at least 2200 in my opinion
Good chess players know that it should not be written as "ELO". Don't write it in all caps, it's not an acronym. It's named after the inventor.
