The handshake is a symbol of respect to the game and if someone is not willing to shake hands based on nothing more than disliking the person then they deserve to be penalised. It shows disrespect to chess as much as it does to the opponent and it makes you look weak so is a bad idea strategically. Chess is like Poker and you can't give anything away.

Reanne Evans went way down in my estimation after her reaction to Mark Allen during a professional match. They were separated at the time and were going through child custody matters but that was no excuse for her attempt to embarrass Mark by ignoring his offer of a fist pump. She is the best female Snooker player in history with 12 world titles alone so for her to do that was incredibly petty and reflected badly on Snooker.
