Either House of Staunton or TheChessStore.com have good plastic sets in your price range. In addition to the "Reykjavik", The "Collector", "Marshall" and "Fischer" Series of plastic pieces (at HoS) are also very nice at their respective price points...make sure the pieces are weighted...

Note that a mousepad board is thicker than the standard vinyl board typically used for tournament or club play, and while they can provide a nice playing experience, they do not roll up as "tightly" (due to their greater thickness) than the viny boards. This would primarily be an issue if you store the board rolled up in a tube, when the tube's inner diameter must be large enough to accommodate a rolled up mousepad board. If you don't use a tube, then this may not be an issue.

All the recommendations people have given are excellent choices. I want to remind about one thing. Think about whether you will be carrying the set a lot or whether it will be staying in one place. If you plan on carrying it then get lighter weight plastic pieces. If you think they'll just be at home then get one of those weighted plastic sets. There is the so called "triple weighted" and "quadruple weighted" sets. I own both types and the heavier the better. Pieces are difficult to knock over and pleasant to hold. Can be slightly heavy to carry around if you plan to put them into a backpack.

It seems like the standard set that clubs and tournament players use. The triple weighting is great. You also get the bag to keep it all together and be mobile.
Honestly you should be able to fine many options for $30 or less. Really just depends on personal tastes and your quality threshold.

I've never played over the board before so i'm a little worried when i start playing tournaments my unfamiliarity with a chessboard (lol) might cause me to lose? any good chess set recommendation (30 bucks maxed)
