what is flagging?

Way back when, in the age of analog, before the rule of digital, there were chess clocks that were wound by hand and indicated you were out of time by the falling of a mechanical flag.  Oh nothing as elaborate as a Swiss cuckoo clock, but dramatic enough that "flagging" as a term for running out of time persists to this day.

It’s more than that though. There is also the deliberate strategy of trying to make your opponent lose on time, especially if you are in a worse position. Some people think this is dirty play, others do not. So flagging someone can mean deliberately adopting this strategy, not just winning on time.
