If you win on time it means that your opponent did not move before the time limit. That's it. It's simple. I don't really understand your question. Are you asking why we have this rule at all? If you are, then it is simply to stop people taking an infinite time over their moves. Such a move is not necessary in chess games between friends but is needed in professional chess.

I have lost on time to an opponent whose rating was twice mine. I think to win as tactic is to eliminate his army by grinding it down. I do not hesitate between moves. Or attrition.
