What makes a brilliant move a brilliant move and what is a brilliant move

I saw this post today where someone had 38 brilliant moves in one game. It seemed kind of fake because he was white. His rook kept checking black's king but black's king didn't collect the rook. Each time he kept checking the black king, they called it a "brilliant move". It was weird. I have also seen many posts asking what a brilliant move and how to get one. I have done multiple great moves but never found a brilliant one. Just asking the conditions for a brilliant move. Here's what I know it is: An unexpected move that changes the game and is very advantageous.

Brilliant moves are moves that sacrifice material and are good or best.

Brilliants are just sacrifices. I assume that the thing where black didn't take the rook is because if he did, he would stalemate white. That kind of thing get's a lot of brilliants, where you can just make whatever checks you want because if the king takes it will be stalemate. Brillaint moves often aren't even the top engine move.
