I'm 1365 USCF and my member page says I am 75.4th percentile.
What rating is 50th, 75th, and 95th percentile?

The distribution listed in post #2 is from 2004 ... wonder if there is a newer one out there.
For comparison, my current published USCF is 1639 and I'm listed at 84.2 percentile, which if really close to the 2004 levels.

Obviously the vast majority of members would be casual players - this is what one would expect.
The moment one begins to study, he automatically becomes part of the elite - as most people just want to play a relaxing game from time to time.
It's only after that point, that one begins to discover really how much there is to study and to know... how much knowledge and ability are possible in this game.

Keep in mind that the majority of those accounts are probably inactive, and low rated. I'm 99.8% daily, 99.6% blitz, etc, but USCF-wise I'm not that high, and in fact strong masters aren't even that high in USCF rankings.

You can't delete any accounts that have games played, if you want to keep archives accurate. Also, I'm guessing those accounts don't get accounted for in stats.

Why wouldn't they? I'd guess they would...

But those banned and unused accounts do get counted for total number of chess.com accounts, right?
I don't think banned accounts do but I could be wrong. Not sure on closed ones. Inactive but open do get countrd as far as I'm aware.

The database links games to accounts. To keep the database accurate, any account with games are not going to be removed. Then there is content, which the site might want to keep around also.
Both on chess.com and USCF. I just want a ballpark number, doesn't have to be OCD accurate.
