what should I play next as white in these instances

I'm a bit stumped with what to do next as white in these instances, any advice?

 In the first game black's c5 makes it harder for black to play d5 (the c pawn can never help from c6 because it's moved to c5 already).

So I would play Bc4 (controlling d5) and then at some point (but not the very next move) I'd want to play d4 to open that file (and now the queen can help control d5) and white just has more space and a nice game.

In the 2nd game you have a choice, you can either advance the pawn or capture it. Capturing then playing Bc4 makes it like a scotch (but with colors reversed, a half tempo up) so taking the pawn would be my suggestion to you.

In the future, look at the Game Explorer to see if any master games have gotten to those positions.
 
Position #1

Four moves in, there are absolutely no master games from this position. That tells you something.

It's a king's gambit accepted, which isn't unusual.  You can find a lot of master games all the way up to black's move 4.

In 42 master games, black had played 4..d5. 4.. e7 was also tried a lot. Masters also tried 4.. d6 and 4..Nc6.

However, with 101 games in the database up to that point, nobody had tried 4..c5.  So when nobody tries something, you have to ask why.

I agree with 01101010101's comments. 4..c5 weakens d5 and accomplishes nothing. 5 Bc4 seems appropriate.

Position #2

For position #2, it shows more than 2,000 master games from that position. The most common move was 3 e5. A lot of people also took on d5 (which is what 011010101 suggested.)

I assume you don't take on d5 on move 2 because you are afraid of the Scandinavian. What is to fear? You take. He takes back with the queen and you attack his queen.  That seems like a good simple way to start.

3 e5 seems like the more difficult choice, forcing black to choose between 3..Nfd7 and 3.Ne4.

Of course, you probably don't know those lines either.

 When I tried 2.Nc3 a few times, I ran into this line. I suppose the pawn structure is long term compensation for what's, at least momentarily, less piece activity, but I didn't prefer this (or the scotch looking stuff) so I stopped playing 2.Nc3
