What to do if someone makes a illegal chess move during a event?

What if during a chess event or tournament, someone makes a illegal move?

Usually, the other player stops the clock to call the arbiter over. The illegal move is then reverted, and the illegal mover's opponent gets extra time. In some cases, it's an instant disqualification.

i used to ALWAYS do this in OTB tourneys. my opponents would tell me it's illegal and i would redo the move. nobody ever called an arbiter on me lol

In beginner levels nobody really cares especially when you’re losing. It depends the time control though

In one USCF tournament, I moved into check during an endgame time scramble, and my opponent called over the TD to have, I think, 2 minutes added to his clock. This rule appeared to be seldom used in that venue, because the TD had to look up and confirm the rule from his book. That was the only time that's happened to me, since I don't usually blunder the king!

I recently witnessed a situation of this sort that left me with some rules questions.

It was a USCF tournament, G/15, no increment, no delay. White had a winning endgame but under a minute on the clock. Several people were watching, including the TD. Black made an illegal move. The TD didn't intervene, and White merely told his opponent it was illegal and had him make another move. Then, about ten moves later, when White had only seconds on the clock, he stopped the clock and asked the TC for the extra two minutes for the earlier illegal move. He received them and went on to win.

Four questions:

1. How are no-increment no-delay tournaments still even a thing? Are they really sanctioned by USCF rules?

2. Was the TD right not to interfere when the illegal move was first made, or did he have an obligation to jump in and add the two minutes, since he witnessed it?

3. Was White's belated request for extra time too late? Should the TD have denied it at that point, as untimely?

4. If so, could White have claimed a draw based on the old "insufficent losing chances" rule, or is that rule no longer on the books, in the age of increment/delay? (For the sake of argument, let's assume the position met the old standard of a 90% chance a C player could avoid losing to a Master, even though I don't offhand recall whether it was really that clear or not.)

I personally think that when a illegal move is made, the time should be immediately issued. I think it was too late by the time White asked for it. But I don't know the exact rules so 🤷‍♀️
