I'd enter them into a Scid database. Then you export them to PGN.
If you're talking about chess.com games, you can download them as PGN.

The computer cannot read your notation booklet yet, I'm afraid. Just load up a board, make the moves, and save it as pgn or paste it into a pgn program from your virtual board. If your chess software doesn't give the desired result, download a simple pgn program.
I use ChessBase 11. It can put my games into any format that I like. Of course, OTB games must still be entered by hand until I shell out the money for a DGT board.
from chessbase, select games, file - new - textfile
SCID is the free alternative database management system, and u can save games, including otb games in pgn format for the slightly more compact SCID format too.
there's other softwares too via winboard and arena, it's possible to make pgns too i expect and simpler to use...
online games almost always already in pgn format of course
Any help is appreciated...
