What's the highest elo the average person can reach?

If you go to your stats you can see the percentile (the percentage of players whose rating is lower than yours) of your rating. Not sure how accurate it is though and this on chess com only of course.
I personally don't think the average (chess playing) person "seriously studies and practices",
I think they just play games for the sake of playing games, with maybe the occasional puzzle in between.
Or maybe I'm misunderstanding the question. Do you perhaps mean a person with an average intelligence? As in: How high would a person with an average intelligence be able to get if they were to put in serious time and effort?

No no, it's ok I just misunderstood the question.
But I think it's kinda hard to answer to be honest. I think this would actually require in depth research which takes all variables into account (maybe there already have been studies done on this topic, I don't know). These percentiles on websites like chess com are probably an estimation but there is no way to know for sure.
There is apparently a majority of players (millions) on chess com that are below 1000.
But without a study there is no way to know what their IQ is, how much time these people actually put into chess (on but also off the website), if these accounts are even live or maybe they are dead or alt accounts. etc. etc.
I know from my own experience, that all the people that I know personally that played chess, they all quit. And they never put in serious time to study. So no way to know where they would have ended if they actually did. And even me myself (I do play a lot), but I only play just to play. I never studied openings for example.
But perhaps there are studies out there.

if you put in enough effort then 2000+ for sure. I'm just an average guy and I got 2100.
A sample size of one is usually not very reliable

This I do not believe to be honest.
There is such a thing as affinity and innate talent.
Intelligence has different components.
One person with an average IQ might be good at chess (memory and spatial awareness) while another with the same IQ might not be, but he might be better at Linguistics for example.
I too don't buy the crud about anyone can get to 2000 elo! that's a bunch of garbage.
Two things going on with that statement ... I.) some of thoses who are rated around 2000 are not real (How many times do we read a thread "I'm 2000+ on chess.com and lost to a 1000 elo player OTB in my first tournament!" When I see that.... ( I say to myself ... thanks for outing your self! on BLOCK! ) 2000 elo players do NOT grow on trees!!! They are in the top 10-5%
II) You have to inherent talent to get to the master level and above.
On Chess.com the average Joe probably peaks around 1600 elo (and that is a decent rating... your playing people who are essaying openings, and playing rudimentary endgames with some skill.
Heck.... At 1400 you're in the top 40% and the curve after that point drops drastically!
