Seems to me that your conclusion is not the end result of your logic.
If we were to play a game and you said I could take any of your pieces but I'd get to start with all of mine, the game would be incredibly short.
My favorite piece is... well... I love them all! But my favorite one is... well, learning chess because when I learn, I can write forums!

I understand your gist, but a queen can already do everything a pawn can and more (with the exception of en passant), so I don't think it hurts the queen any that it can't become a pawn. But yes, the pawns do have power in that they're all potential queens.
