Hi, I am pretty new to online chess and I was wondering why sometimes the game doesn't allow me to move a specific piece but others can. Is there a rule I didn't know and never played with ?

For example here I can't move my tower : (A1 to A3)

Have you tried turning it off then on?

No, I'm on the app. You think this could work ?

You're currently in check because the black rook on e8 is attacking your king. You have to do something about it.

That's because you are in check, meaning the king is under attack. You can either 1.) Move the king out of the way, 2.) Block the attack with another piece, or 3.) Capture the piece attacking your king. You can't do anything else that fails to get the king out of check.

Ok thanks and what about this ? Is it because eit would put my king under attack ?

You mean you want to know why the knight on e3 can't move? That is because the knight is pinned to the king, meaning that the knight and the king are on the same line of attack. If you were to move your knight, the rook on e8 would just capture your king. That is why you have to move the king out of the pin if you want to move your knight again.
