Just a guess, but it's probably just related to the definition of the word norm: "something that is usual, typical, or standard."
So a GM /IM norm is the typical performance standard that a GM /IM would have in event where the norm is achieved.

I've always thought of it as in "normalization" as in statistics, which is manipulating data in a way it can be compared with other data... which is how you get an IM or GM title. You don't get it unless your results are comparable to the results of what's expected of an IM or GM when you play against IMs / GMs.
That way an IM from 10 years ago in a different country is comparable to an IM today in a different part of the world.
Maybe that's wrong though, I don't know.
