Why official blitz is 3|2 mins time control?

You won't find a mathematical calculation rendering this time control optimal. This is just what, after a long history of various time controls, was found to be the best control both requiring both sides to play fast, but still leading to meaningful games on a high level.

Any refrences? Who decided that's the best? That's what I'm asking in this thread how and who cone up with this time control based on what? Some references, not just empty words such as oh it's just good or oh it's what people play or oh it's bla bla I need some facts, history and references here please
As WeakChessPlayedSlow said 5+0 was common in the past, because there were no clocks with increment. With 3+2 it is similiar to 5+0 but you can´t flag your opponent so easily. So benefit is that more games get decided by chess means.
I´m not sure what MayCaesar sees as meaningful high level games though. Quick play leads to bluderfests, increment or not.
Why this particular? How and who came up with this particular time?
Why not 3|3 or 3|1 or just 4mi s or just 5mins or 2|3 etc....
