he's young and thinks the world should be fair. waaa waahh.
lol.
He blamed the organizers for the makeup of the players such that it would be impossible / improbable to get a GM norm. Too many low-rated entries who were used to fund the prizes, not enough titled players.
The winner of the 2010 Philadelphia International http://chesstournamentservices.com/cca/tag/philadelphia-international-2010-standings/ was chess.com article contributor IM Bryan Smith. http://www.chess.com/members/view/IMBryanSmith No GM norm, having not played the minimum three GMs in the tournament. The GMs played poorly so Smith met a non-titled player in the last round.

In 2011 the tournament had even fewer GMs. http://www.chesstour.com/pi12.htm "Last year this event had a very poor turnout, including only one foreign GM, because hotel rooms sold out almost two months the tournament. This year we have more rooms reserved, have offered more to foreign GMs, and expect a larger and much stronger field, providing good chances for GM and IM norms."
I wonder if Shankland's reaction and this ongoing bad press is in the back of tournament directors minds when they decide how to fill a tournament.
