Win,Draw,Lose details? What do they mean?

Whenever I play Online chess, down in the bottom, in games details you see the time controls, the side you play as, and then the numbers. 

win: +16, draw: +1, loss: -14 or
win: +20, draw: +6, loss: -9.

What do these numbers mean?

It's what happens to your rating when you win, lose or draw. For example, if in your first example, you were to draw, you would gain 1 rating point. Or, if in your second example, you were to lose, you would lose 9 rating points.

what helps decide that you lose 9 points instead of maybe 11?

what rating range has what win/draw/lose ratios?

One of my recent games against a player with a higher rating than me said I would gain rating if I won or got a draw, but would lose +0 rating if I lost.

On that game I had slightly under 700 rating, how can I lose “+0” rating??

u can if someone is so much higher rated than you that they are outside of the area of getting rated higher or lower based on a certain outcome as it has such a high chance of happening
