My first time I went to a chess club in Moscow they told me , if you are below 23 hundred , you are just a begginer, so don't waiste our time, go learn first.
So the moral of the story Russians are good at chess is because we set high goals for our sefs.
That's a good system if some percentage of people are born with a 2300 rating.
However, I think I see a potential problem...
Most people think of Russian men as drunken bums and thugs, not capable of even seeing the board in their drunken stupor. Russians cheat at every sport they play, even after they get caught they continue. Probably they've cooked up a few methods to make becoming a GM easier. Since chess is important to their country's status, you can bet, like athletics, they've got a department to keep their chess image alive, through whatever method it takes.
