It really only applies during registration. But, if the TD is making that restriction, the idea is that people in the tournament will play rather quickly. If you plan to significantly play slower than you have in the past, it would be nice to the other players if you withdrew before the tournament started.

I don't reaööy get the idea of maximum average time per move restriction. It usually is on the 3hrs. What is the point? Game times are 1-7 days/move so why can't the players be the kind who use the time to think their moves? And this kind of thing favors those who doesn't need to work or study. Normal people will never get to that.

in turnament with maximum average time per move 3hrs during the play my average time will rise above 3 hrs, will it affect me? i might be thrown away? or this restriction is valid only for regiatration?
