Cheating is not linked to one country.
There are cheaters in other countries just as there are honest players in India.

You can choose an opponent from the pending game searches in Open Challenges (in /play). Their flag is displayed next to their username when you hover over the challenge. But it might take more time to find a game that matches your time control of choice.
