I no longer see "Open Challenges" here.  It stopped appearing as of yesterday (Feb. 7th) I believe.

The daily open challenges list will be hidden if a live time control is selected.

Click on the button that says "10 min". A popup window will open. Then click on the "Custom Challenge" button.
