What means draw by insufficient material?

If player A has run out of time but player B has insufficient material to give checkmate a draw is recorded. An example:

If both players do not have enough pieces to checkmate, then it is a draw by insufficient material.

Also, if one player runs out of time but the other does not have enough pieces to checkmate, it is again a draw by insufficient material.
