gifting a membership
I'm not familiar with how recurring payments are handled when it comes to PCI regulations, so I don't know what the requirements are when it comes to additional purchases that fall outside of that mechanism.
You should just be able to go to your friend's account and select the gift membership option, enter the details and be done.
Also, if your friend is not a member here yet, and you are trying to do it on a mobile device with the app installed, doing it from a private/incognito window should keep the app from launching when going to the membership page.

I see a page where you fill out the username or email, and a message. Then you select the membership type. Once that is done, there is a window to fill out the payment information and a button that says, Give Gift.
Are you trying through the app or mobile browser? I'm using the browser to get it.
